Dear Friends,

As Medstar celebrates 15 years of service to patients, health care facilities, and communities in Southeast Michigan , the value of Medstar's commitment to quality continues to rise. As our state economy heads into difficult times, Medstar's ability to provide the highest quality clinical care becomes critically important to the communities and health care systems that rely on us. By consolidating resources and expenses, our non-profit structure allows us to provide response time performance, patient safety and satisfaction, and provider training that are all well above national standards, as well as equipment and training that would otherwise cost municipalities millions of tax dollars.

As cities and townships throughout the state struggle to fund essential services, communities served by Medstar continue to benefit from not spending tax dollars to cover the operating losses of municipal ambulance services. Falling reimbursement from health insurance carriers combined with dramatically increased operating, health care, and retirement costs have forced municipal ambulance agencies across the state into higher subsidies or significant millage increases to fund their existence. Once thought to be positive revenue streams, several municipal ambulance agencies in Michigan have recently ceased operations, and more will do so in the near future as costs rise and reimbursements fall.

As municipalities search for new ways share services and reduce expense, Medstar stands as a nationally recognized example of communities working together to provide state of the art medical care for their residents. As a non-profit community service, we invest our earnings into personnel, equipment, and technology used for caring for patients. We provide the highest level of training in the state to all of our employees, and we seek out advanced clinical and safety equipment to utilize as we respond to and care for the citizens and medical care facilities throughout Southeast Michigan.

In 2007, Medstar made significant investments in the equipment and technology that we use to provide care. Our ambulances were equipped with on-board GPS satellite mapping for improved routing and response times, we installed cellular modems that can transmit critical heart rhythms directly to the hospital (reducing time to aggressive treatment), we added safety monitoring devices to help us insure safe, smooth operation of our vehicles, and we expanded the technology used by our communications staff. In 2008, we became the only EMS agency in Michigan to implement real-time computer adaptive demand mapping and vehicle deployment, becoming one of less than 20 EMS providers in the United States with this high-level service tool. Yet another example of our commitment to service and leadership is our accreditation by the Commission on the Accreditation of Ambulance Services (CAAS,) one in only 110 in the country. No other EMS agency, public or private, in any of our service area has met the standards of the Commission.

Our commitment to providing the best-trained personnel is equaled by our commitment to response time reliability, safety, and technology. We continue to provide education and training in new clinical care, new assessment techniques, and enhanced safety programs for our communications staff, Emergency Medical Technicians and Paramedics. The Medstar Medical Education Center is the only EMS agency-based licensed proprietary school in our service area.

The care and compassion provided by Medstar personnel is demonstrated by the feedback we receive from our patients, elected officials and health care facility leadership. Medstar is a participant in a nationwide EMS patient satisfaction survey, and we routinely score ahead of the benchmark group in every measured category. It is clear from the survey results that the compassion and skill of our field, communications, and office personnel are recognized by the patients and families that we serve. As we continue to invest in our organization and work tirelessly to serve our communities, it is very rewarding to see that we are recognized for the exemplary patient care and the compassionate service that we provide.

As we grow, we will continue to find new ways to advance the level of emergency care that we provide for communities and medical facilities throughout Southeast Michigan . We will continue to save millions of dollars each year in the communities that we serve, and we will continue to invest in our personnel, patient care equipment, and the safety of our vehicles. We will continue to provide compassionate, responsive, state-of-the-art patient care with the most highly-trained, patient-focused EMS workforce in the state of Michigan.
